The Telecom wing, Headed by G.M (Telecom) takes the responsibility of planning, design and deployment of various telecommunication services like PLCC based telephony & carrier inter tripping schemes, Auxiliary Power Supply , Wide Area Network and Control Centre Computers as part of full fledged SCADA. for OPTCL.

Power Line carrier communication (PLCC) is a communication technology in which HV power line is used as media for telecommunication using RF carrier in the range of 100 to 500 kHz. The 4 kHz AF bandwidth of PLCC carries a 2 kHz speech channel and a super imposed FSK data signal.

OPTCL like any other power utilities or State Electricity Boards, has provision for PLCC in each and every 132kV/220kV/ 400kV line sections. It provides reliable, economic and dependable communication, proven over years. OPTCL procured PLCC terminals from different vendors like ABB,WSTL,BPL and PUNCOM.

 

Since " future is fibre" Transmission companies world wide have been replacing their conventional ground wire by specially designed aluminum embedded overhead FO cables called OPGW. It is believed that Power Utilities can gather revenue by leasing the spare capacity of their intercity OPGW route to broadband operators. It is preferred over buried OFC due to least chances of cut and theft . OPTCL has laid 550 kM of 8 fibre OPGW from Jaya Nagar to Bhubaneswar. The SDH equipments installed are Alcatel 1650SMC operating at STM-1 level.

Long haul , medium capacity Microwave radio links in the 2.4 GHZ band have been deployed in OPTCL to reinforce the utility communication network . At present there are 15 microwave repeater stations at selected sites providing a 8Mbps(PDH) back bone from Bhubaneswar to Budhipadar. The radio terminals are Alcatel 9420LX configured as Hot Standby (HSB) and HSB Space Diversity (SD).

 

Large capacity UPS and Diesel generators have been installed at SCADA control centre at SLDC, Bhubaneswar and other area Control Centres too. This ensures uninterrupted and conditioned power to Data servers. Redundant 48VBattery sets with float chargers are also installed for at Microwave Repeaters, OPGW repeaters and Control centres for uninterrupted SCADA communication.
