TENDER CALL NOTICE NO. : TW-IT-OT-12/2005.

Sealed Tenders superscribed as “Tender for Off-line UPS due on 02.11.2005” are invited by Chief General Manager (IT) OPTCL, Bhubaneswar from OEM / authorized dealers for 50 nos. 0.6 KVA Off-line UPS for computers as per specification in Annexure-I.

Offers in sealed covers should reach this office by 15.00 Hrs. on 02.11.2005 either by post or by hand and the same shall be opened in the office of the undersigned on the same day i.e. 02.11.2005 by him in the presence of the tenderer or their authorized representatives.

The specification of the required equipment, detailed terms and conditions of the tender are as follows :

SPECIFICATION OF THE 0.6 KVA OFF LINE UPS (ANNEXURE-I)

GENERAL

a) The UPS shall be free from workmanship defects, sharp edges, nicks, scratches, burs, etc. All fasteners shall be fixed properly. The equipment shall be complete will all parts and all parts shall be functional;
      b) It shall be housed in rugged enclosure made up MS sheet (1.2mm minimum) thick, aesthetically finished, duly pre-treated, powder coated and  shall conform to protection requirement of 1P2L 1 to ISI 3947 (Part 1) / 1993 (reaffirmed 1998).
      c) Switching device shall be MOSFET / IGBT for UPS rating 0.5, 1.0, 2.0 & 3.0 KVA for 5.0 KVA Switching device shall be 1GBT.
      d) Switching frequency shall be above 16 KHz.
      e) Communication Interface, Auto-shutdown Software, Night Guard option Cold Start Facility.
2. Back up Up to 15 Minutes.
3. Switching over time From AC mains to UPS mode on power failure shall be Maximum 4 milliseconds.
4. Input 140V – 300 V, 50 + 10% Hz single phase AC
5. Output 220V + 5%, 50 + 5 Hz single phase in UPS mode at a load power factor of not less than 0.6 Lagging.
6. Distortion Total harmonics distortion shall be 20% maximum Quasi sine wave.
7. Efficiency (At rated output voltage and frequency) a)  Inverter Efficiency (minimum). 70%.
8. Over load a)  Inverter shall withstand 10% overload for at least 10 minutes.
9. Protections Following protection shall be provided in UPS
  1. If Input voltage goes outside the range 140 V –300 V, the  system shall switch over to UPS Mode.
  2. Over voltage, short circuit and overload at UPS output terminals.
  3. Under voltage at battery terminal, Battery over charge, Battery reverse polarity.
10. Indicators and meters. Following indicators should be provided. i)  Mains presence
ii) Main Mode iii) Battery Charging iv) UPS Mode
v) Battery Low
11 Battery Bank i)  Off Line UPS shall be supplied with 12V, 7AH SMF battery of either Globle / Yuasa / Rocket / Exide/ Standard make only. Same make batteries shall be used in all UPS systems to be supplied.

TERMS & CONDITIONS OF THE TENDER (ANNEXURE-II)

  1. Scope of work:- To supply 50 Nos. Off-line UPS as per the specification at OPTCL headqrs. Office, Bhubaneswar.
  2. EMD:- 1% of the quoted value by cash to be deposited with D.D.O. Headqrs. office at OPTCL cash counter or in shape of D.D issued by any nationalized Bank in favour of the DDO, Headqrs. office, OPTCL, Bhubaneswar is to be submitted with the tender as EMD. If the EMD is submitted by cash, the original Money Receipt is to be attached with the tender. Tenders without EMD shall not be accepted.
  3. Price:- Price should be FIRM on FOR destination i.e. OPTCL, Bhubaneswar basis. Taxes and duties if any, should be mentioned in clear terms separately.
  4. Validity:- The offer should remain valid for a period of 90 days from the date of opening.
  5. Delivery:- The delivery of the equipment by the Vendor at purchaser’s premises shall be completed within 30 days from the date of issue of the order.
  6. Penalty:- In case the supplier fails to deliver the materials within the stipulated delivery period, liquidated damage @ 0.5% per each calendar week or part thereof subject to maximum of 5% of the cost of materials shall be imposed on the vender. However, imposition of liquidated damage is subject to force majeure conditions.
  7. Warranty:- The vendor shall have to provide warranty for 36 months from the date of delivery of materials.
  8. Payment:- 90% payment with 100% Taxes shall be made within 30 days after delivery of materials and balance 10% shall be paid after installation subject to furnishing of a composite B.G. for 10% of the value of the equipment in our format supplied along with the order. Otherwise, the balance 10% shall be paid after expiry of the warranty period.
  9. TIN & PAN:- Clear xerox copies of TIN & PAN should be submitted along with Tender papers.
  10. COST OF TENDER PAPER:- Bidders while submitting their tenders shall enclose a Bank Draft for Rs.600.00 in favour of Drawing and Disbursement Officer, Headqrs. office, OPTCL, Bhubaneswar or a copy of the Money Receipt (if paid by cash) issued by D.D.O. (Headqrs.) Office, OPTCL, Bhubaneswar towards the cost of tender paper downloaded from OPTCL website (www.optcl.co.in), failing which the tender shall not be accepted.
  11. SUBMISSION OF TENDER:- Tenders may be either sent by post or submitted by hand in the office of Chief General Manager (IT), 2nd Floor, Bidyut Bhawan, OPTCL, Bhubaneswar so as to receive on or before 15,00Hrs. on 02.11.2005. Tenders received after the scheduled date and time, for any reason whatsoever, shall not be accepted.

The undersigned reserves the right to accept / reject any or all tenders and to alter the quantity to be ordered without assigning any reason thereof.
