Minutes of Pre-Bid Discussion held on dated 01.07.2008 at 4.30 P.M. in Conference Hall, OPTCL, Bhubanaeswar.
This has reference to the above meeting and the modification in the specification are as under:-
(I) TECHNICAL MATTERS:
- Type of Modulation: (Ref: page-49)
Modulation shall be SSB for APLC operation and MCM with Trellis Coding/QAM or any other type for DPLC mode of operation without disturbing to the main functionality.
- Speech and Audio frequency signal transmission (Ref: page-50).
The PLC shall be configurable for providing minimum 3 speech channels with 4 KHz Gross Band width each.
- System Operation (Ref: Page-50).
The DPLC shall have the facility to store minimum 256 events and alarm by an internal event recorder- the referred clause shall be read with Teleprotection features, in addition to speech.
- Narrow Band Data Transmission (Ref: Page-51).
* The PLC shall provide software options for at least 4 integrated RS-232 modem ports.
* Data transmission above 2 KHz band limited speech shall be possible at 2 x 2400 bits/S or 1 x 4800 bits/S.
- Broad band Data Transmission: (Ref Page-51)
The system shall support data transmission in both normal and fall back mode where speech shall be adoptable or programmable in at least 3 defined steps.
- Integrated Teleprotection (Ref: Page-52)
Band width of the PLC terminal shall be configurable for minimum 2 KHz in each direction.
- Additional requirement (Ref: Page-53)
Teleprotection equipment shall comprise modules which are directly integrated/plugged into the reserved slots of PLC terminals.
- After Sales Support, Training and Maintenance (Ref Page-54).
The supplier shall arrange to provide free training to at least 10 OPTCL engineers in two spells and each spell shall continue for 10 days. It should of In-land training and arranged immediately before the despatch of the PLC equipments.
- As per the need for quoting price, OPTCL has specified the site information with Grid map and existing facilities for all the stations where the DPLC equipments shall be installed and commissioned (Annexure-I). Further the basic plan and configuration of the DPLC in terms of speech, protection and Data transmission (High & Low speed) along with categorically nos. have been informed in the same list.
- PC Laptop: Modem or any other external devices as required for operation of DPLC shall be quoted on unit rate basis. Also the PC/Lap top should be of latest Version and the other configuration shall be as suitable to the operating software used.
- The bidder may specify minimum requirement of spares per each DPLC set which will be required for operation and maintenance of the system in the next 5 years
(II) COMMERCIAL:
- Delivery & completion of works:
It is decided and agreed by the firms to make the desired delivery period as 8 months including all erection, installation and commissioning works at individual sites from the date of issue of this purchase order.
- Insurance:
The insurance charges as mentioned in the schedule of prices vide Annexure-V shall read as the insurance charges to be claimed during transportation of materials as well as their storage at the site from the date of supply till its scheduled date of installation/ commissioning.
- Service Tax:
It is agreed by OPTCL to reimburse Service Tax to the supplier/ contractor against installation and commissioning works on production of receipt. The same shall be read as against Clause No.21(A). Terms of payment under Section-II-GTCC.
- It is clarified and accepted by OPTCL that the supply experience of the participating firms as per the tender specification shall be from inside India or from any other country having similar tropical condition as this country.
Accordingly the performance certificate as per Clause No.30(iii) of G.T.C.C. shall be submitted by the bidder from Govt. of India/ State Govt.(s) or their undertakings or any other standard Global utilities.
Similarly the User's certificate to be produced by the bidders as per Clause No.34 (xi) GTCC for a proof against satisfactory operation of the offered equipment/ materials shall be from State/ Central Govt. any other standard Global agencies or their Undertakings.
The meaning for production of performance/ user's certificate anywhere in the tender specification shall be guided as per above changed format.
- Type Tests:
The device should be type tested at any laboratories of India Govt. or abroad which shall be coming under recognisation of IEC or of similar standard with National Physical Laboratory, New Delhi and featuring in the approved list of the same National Physical Laboratory, New Delhi.
Part-C Additional changes and corrections:-
The following points shall be included to the Clauses in the related specification as per the decision.
- Minimum Qualification criteria of the Bidder (Clause No.30):
Apart from Indian manufacturer, tender bids may also be accepted from authorized system house of reputed foreign manufacturer who are based in India with annual turn over not less than Rupees 10 Core. Similarly reputed foreign manufacturer can also take part in the tender through their Indian system partner having valid authorisation.
However in any case as above and all others, the supply experience of the bidding firm in India shall be given preference.
- Technical Specification:
The nominal bandwidth BN for transmitting or receiving shall be programmable preferably up to 16 kHz in steps of 4 kHz. Transmit (Tx) and receiver (Rx) bands shall be configurable for adjacent or non-adjacent operation- This shall be read against carrier frequency section Clause (Bullet No.5).
It shall be possible to configure 3 analogue speech channels in 8kHZ R.F. transmission B.W.- To be read against speech and Audio Frequency (A.F) signal transmission Clause Bullet No.4.
The speed and transmission bandwidth shall be programmable for up to 28.800 Kbit/s in 4kHZ spectral bandwidth and up to 128 Kbit/s in 16 KHZ bandwidth. The data rates shall be selectable in steps compliant with commonly used standardized data rates- To be read against Broadband Data transmission Clause bullet No.2
- Ambient condition shall be -5 deg C to 55 deg C. . T.S corrected.
- Return loss shall be more than 10dB- GTP mentioned vide Sl. No.10 to be corrected.
- Tapping loss shall be less than 1.5dB- GTP mentioned vide Sl. No.11 to be corrected.
- Receiver selectivity = 65 dB at 300 HZ from the band edges
= 75 dB at 4 KHZ from the band edges (Sl. No. 12 of GTP to be modified).
